Human Rights Committee

The Greater Vancouver Japanese Canadian Citizens’ Association (JCCA) Human Rights Committee has been dealing with human rights, race relations, and discrimination since 1990, when it was established as a standing committee of the JCCA.

The Greater Vancouver JCCA is a non-profit organization representing the Japanese Canadian community in Metro Vancouver.

The GVJCCA’s mandate includes [to] “protect and promote the past, present, and future rights and democratic freedoms of all persons regardless of race, religion, colour, age, sex, nationality, sexual orientation, disability, and marital, family or economic status.” (JCCA Constitution 1999)

We work with and support the Japanese Canadian community, other human rights groups, and ethno-cultural organizations to promote human rights, and combat racism and discrimination, locally and internationally.

Advocacy
The Committee provides human rights information, advice, referrals to public services, and support for those who have experienced a human rights violation.

Education
We organize community education workshops on human rights and related issues. Topics have included Japanese Canadian intermarriage and family relations, addressing the trauma of the Japanese Canadian Internment, and racial profiling and Canada’s post-9/11 security measures.

Our work also includes participating in community interpretive social justice education projects such as the history of Japanese Canadians in Hastings Park.

We hosted a conference on sharing stories about the Japanese Canadian Internment; successfully steered the University of British Columbia in 2012 to issue baccalaureate degrees to Japanese Canadian students who were forced to abandon their university education in 1942; and worked successfully with the City of Vancouver on their 2013 Apology regarding 1942 city council motions to expulse Japanese Canadian residents.

Each year we operate an information and display booth at the Powell Street Festival.

Networking
• We are members of the National Association of Japanese Canadians Human Rights Committee, the BC Human Rights Coalition, and Amnesty International. Our activities include:
• Strengthening links with the indigenous community, including support for Reconciliation Canada, and campaigns for Aboriginal Peoples’ rights;
• Advocating for a meaningful apology from the provincial government to the Chinese Canadian community for the head tax imposed on families;
• Supporting marginalized residents in the Downtown Eastside of Vancouver to address their need for safe and affordable housing. Before 1942, the Oppenheimer Park area including Powell Street was home to a vibrant Japanese Canadian community;
• Outreaching to the Muslim Canadian community and presenting community education about racial profiling, the Islamic faith and border security in Canada;
• Working with the Save Article 9 Group on various film and community education workshops supporting world peace and anti- militarism in Japan; 

Publications
• Reports in the Bulletin/Geppo in English and Japanese;
• Articles in the Nikkei Voice;
• Produced a bilingual Japanese English Human Rights Guide;
• Contributed to the online National Association of Japanese Canadians (NAJC) Human Rights Guide.

JCCA人権委員会とは

 

 グレーターバンクーバーJCCAは規約の中でその目的としてすべての人々の法的権利と民

主的自由とを守り、促進することを掲げています。1990年以来、JCCA人権委員会は人

権や人種間の関係、差別のなど問題について日系人や一般の人々への援助や情報の提供、教育

活動などを行っています。 

 

委員会の活動から

 

相談と援助: 人権問題に通じた委員が差別された人権を侵害されたと感じている人の相談に日本語

と英語で応じています。相談を求めている人のプライバシーを厳守しながら、その人が適切な援助をう

けられるよう助言し、必要に応じて政府や民間の諸機関への連絡や紹介を行っています。職場での人種

差別や性的いやがらせ(セクハラ)の被害者からも相談を受けています。

教育活動: 人権知識を普及するために日系人のための講演会やワークショップを行っています。特

に9・11以後、 レイシャル・プロファイリングに示されている人種差別や人権侵害、職場での性的嫌

がらせ、ゲイ、レスビアンなどの問題、さらに国際結婚、移住者とカナダ生まれの日系人の関係なども取

り上げています。最近では、中継収容所のあったヘイスティングス・パークの歴史に関する知識普及、

1942年にBC大学での勉学を中断させられた日系人に名誉学位を求める運動やバンクーバー市から

日系人追放の決議に関する陳謝を獲得するロビー活動に成果を収めています。

パウエル祭などコミュニテイの催しに参加して人権知識普及のための展示、資料の配布等を行

ています。人権委員会の活動内容や意見は『JCCA月報』など日系の雑誌に定期的に発

表しています。

他団体との連絡・協力: 各地の日系人団体や少数民族、先住民、日本の関連団体とも連絡

を取りながら内外の人権問題に取り組んでいます。例えば、中国系の人々に課せられた人頭税

に関する補償や、アジア太平洋戦争の被害に関する教育活動や被害者の補償の運動に対する支

援に参加しています。委員会の最近の活動として平和憲法擁護団体「バンクーバー9条の会」

とも協力して映画会などを共催しています。

人種差別や性差別、先住民や少数民族の問題を含めて人権問題に関心をお持ちですか。もし

もそうなら、人権委員会の活動に参加して下さい。 移住者や留学生も歓迎します。予備知識

がなくてもかまいません。分からないこと、難しいことがある場合には、経験豊富な委員から

の援助や助言が受けられます。

月例の委員会の会合は英語で行いますが、ワークショップなど日本語で行うこともあります。
